Position Summary & Responsibilities

Position Summary:

This position manages the Kansas Department of Corrections Office of Victim Services, which serves as a liaison between victims and department staff, the Prisoner Review Board, and victim service providers. The position oversees statutory requirements for victim notification and minor registration. This position serves as a member of the KDOC Management Team and System Management Team, working in collaboration with other KDOC leadership to direct the work of the agency. This position exists to support OVS staff in the mission to promote safety through direct services to victims and programming for those who have caused harm.

Job Responsibilities may include but are not limited to the following:

Manages, plans, organizes, and directs all Victim Services programs in the Kansas Department of Corrections:

  • Manages the day to day operation of the Office of Victim Services to ensure appropriate services are available and provided
  • Supports collaboration between OVS staff and KDOC staff across the state
  • Monitors activities to ensure compliance with state statutes and KDOC IMPPs
  • Audits all processes and outcomes
  • Formulates new policies and procedures as needed
  • Directly supervises OVS supervisors
  • Coordinates personnel issues; hiring, staff discipline, completion of annual performance reviews, etc.
  • Evaluates programs, including tracking program outputs and outcomes
  • Responds to inquires and complaints from staff and the public regarding OVS
  • Identifies needs/gaps in services and works with OVS and KDOC leadership on solutions
  • Provides input into editing and revising policies as needed and provides guidance for staff in the area of victim concerns and needs
  • Testifies on legislation as needed

OVS Leadership responsibilities:

  • Leads strategic planning and grant management, including data collection, outcome tracking, and reporting
  • Conducts and/or attends supervisor and OVS team meetings
  • Assists with the interpretation and dissemination of Victim Services/DOC rules, regulations, policies, and procedures
  • Contributes to the development of manuals and policies, including facilitating OVS staff on-boarding
  • Provides staff training as necessary
  • Represents OVS when serving on committees and/or special projects as needed at the local, state, and national levels

Participates in statewide and national crime victim task groups and organizations:

  • Represents KDOC OVS on various state and national advisory boards, including the Kansas State Victim Assistance Advisory Council, Governor's Advisory Council on Domestic and Sexual Violence Response, Governor's Domestic Violence Fatality Review Boards, Attorney General's Batterer Intervention Program Advisory Board, and National Institute of Corrections Post Conviction Victim Services Network.
  • Develops relationships with victim service providers to assure victims' needs are adequately addressed
  • Promotes awareness of KDOC Victim Services by presenting to local, state, and national audiences
  • Oversees ongoing implementation of the Kansas Cold Case Cards project

Manages OVS budget and grant funding:

  • Manages all aspects of OVS budgets
  • Manages current grants, including grant applications, reports, and audits
  • Manages grant budgets and revisions, working in collaboration with KDOC fiscal services

Victim of Crime Act (VOCA) grant activities:

  • Manages VOCA grant, including grant applications, reports, and audits
  • Manages VOCA budget and revisions, working in collaboration with KDOC fiscal services
  • Provides direct supervision to VOCA funded staff

Restorative Justice:

  • Serves as a member of the VOD Review Committee
  • Facilitates VOD cases
  • Provides input into RJ programming development

Other duties as assigned:

  • Additional duties including but not limited to assuming responsibility for escape phone coverage on a rotating schedule to notify victims of escapes on a 24-hour/7-days a week basis.


Qualifications

Minimum Qualifications :

At least six years of experience working directly with crime victims.

At least six years of experience in planning, implementing and monitoring activities relevant to the agency's programs.

At least two years of management or supervisory experience, including the ability to coach and grow staff.

Basic computer skills are necessary to be able to use Word and PowerPoint, and to navigate databases and track information.

Preferred Qualifications :

Master's degree in social work or human services.

Excellent communication, consensus building, and negotiation skills.

Strong organizational and analytical skills.

Ability to assess the needs of many systems on a complex subject and assimilate those needs into effective delivery of services.

Extensive knowledge of victim issues, including a solid understanding of domestic violence and battering intervention programming.

Ability to design and develop programs that are focused on clear and specific outcomes.

Strong technical writing ability.

Experience with grant writing, budgeting, and program administration.

Ability to review, interpret, and apply laws, regulations, standards, program and action plans, grants, budgets, and audit reports.

Experience in public speaking and training of adult learners.

Post-Offer, Pre-employment Requirements : Must possess and maintain a valid driver's license. Must pass a criminal history records check.
